One must conclude that I-35 once had a devastating effect on an entire class of citizens, but that it was only a method of enforcement, not the perpetrator itself. Research presents a wide range of speculation as to how deliberately divisive the placement of the highway really was. Regardless, the results were foreseeable, and if the highway was not built out of directly government sanctioned racism, it was built at least with an absolute disregard and disdain for those who were viewed as second class citizens.

Even now that the effects of this mass of concrete are being minimized, the people it harmed are still dealing with those effects, with no end in sight. In this way, the interstate is no longer a physical barrier, but still stands as a symbol of social and economical divide.
